S&P Global Ratings assigned its'A+'long-term rating to Karns City Area School District , Pennsylvania's approximately $10.0 million series 2026 general obligation (GO) bonds. At the same time, we affirmed our'A+'long-term rating on the district's GO debt outstanding. The outlook is stable. The district's full-faith-and-credit pledge secures the series 2026 and 2021 bonds. The bonds are subject to the Act 1 limitation which under Pennsylvania commonwealth statute restricts a district's ability to raise the tax levy higher than a certain index, which the Pennsylvania Department of Education determines. However, we rate the limited-tax GO debt at the same level as the district's unlimited-tax GO rating given that ad valorem property taxes are collected from its entire tax
