S&P Global Ratings assigned its 'A-1+' short-term rating to Houston , Texas? $125 million series G-2 general obligation (GO) commercial paper (CP) notes. At the same time, we affirmed our 'A-1+' short-term rating on the city?s outstanding GO programs. The rating is based on the issuer?s self-liquidity and evaluation of revocable credit agreements supporting timely repayment and is linked to the long-term rating on Houston's debt. However, deterioration in the city?s underlying credit fundamentals could change the short-term rating. The series G-2 notes were previously provided liquidity through a letter of credit with Barclays Bank PLC, set to expire Nov. 19, 2025, and were refunded with a portion of proceeds from the city?s series 2025 public improvement refunding bonds.
