Research Update: East Pennsboro Area School District, PA GO Bond Outlook Revised To Stable From Negative; Rating Affirmed At 'A'

S&P Global Ratings revised its outlook to stable from negative and affirmed its 'A' underlying rating on the East Pennsboro Area School District (ASD), Pa.'s general obligation (GO) debt outstanding. The outlook change reflects our view of the district's return to surplus general fund operations during the last two years, stabilization of reserves, and expectation for at least balanced operations in the near term. The rating is based on the application of our " Methodology For Rating U.S. Governments , " published Sept. 9, 2024, on RatingsDirect. The district's full-faith-and-credit pledge, subject to Act 1 Index limitations, secures the district's GO bonds.
