S&P Global Ratings revised the outlook to negative from stable and affirmed its'A+'rating on Dodge City , Kansas’ general obligation (GO) debt outstanding. At the same time, S&P Global Ratings assigned its'A'rating to Dodge City’s $22.9 million series 2026 special obligation revenue bonds. The outlook revision reflects a decline in general fund cash reserves over the past two years. The series 2026 bonds are special, limited obligations of the city, payable solely from and secured by a pledge of, and lien upon, certain state of Kansas and local sales and compensating use tax revenues and local transient guest tax revenues generated in the defined project area and, if insufficient, from available local tax funds (or revenues)
