SAN FRANCISCO (Standard&Poor's) Sept. 27, 2013--Standard&Poor's Ratings Services assigned its 'AA-' long-term rating to Redlands, Calif.'s solid waste revenue bonds, series 2013A, issued by the Redlands Financing Authority. The outlook is stable. "The rating is based on our view of the solid waste system's lack of competition, history of stable financials and a strong liquidity position, and adoption of three years of rate increases through 2015," said Standard&Poor's credit analyst Robert Hannay. The bonds are being issued to provide $11.5 million in funding for improvements to city streets. RELATED CRITERIA AND RESEARCH USPF Criteria: Solid Waste System Financings, June 15, 2007 .
