NEW YORK (Standard&Poor's CreditWire) March 13, 2000-- Standard&Poor's today raised to double-'B'-plus from double-'B' its government-guaranteed ratings on Nacional Financiera, S.N.C. (Nafin), Banco Nacional de Comercio Exterior S.N.C. (Bancomext), and Banco Nacional de Obras y Servicios S.N.C. (Banobras). The action reflects both today's upgrade of the United Mexican States (UMS) and the expectation that these three banks will continue to be controlled by the government and that their debt will continue to carry the guarantee of the UMS, Standard&Poor's said.--CreditWire
