We reviewed Pennsylvania Higher Education Assistance Agency's series 2006-2, which is an ABS transaction backed by a pool of loans originated through the U.S. Department of Education's Federal Family Education Loan Program. We raised our ratings on the class A-3 and class B notes to 'AAA (sf)' and 'AA+ (sf),' respectively. The rating actions reflect the transaction's stable or improving credit enhancement levels, collateral profile, and available liquidity.
