OVERVIEW We are lowering our long-term issuer credit and senior unsecured ratings on the Province of Alberta to 'AA' from 'AA+'. We are also lowering our senior unsecured debt rating on Alberta's Crown corporation, Alberta Capital Financing Authority, to 'AA' from 'AA+'. The downgrade reflects our view of Alberta's very weak budgetary performance and high, increasing debt burden. The negative outlook reflects continuing uncertainty about the province's willingness to take additional fiscal measures to improve its structural budget shortfalls within the next two years. RATING ACTION On May 19, 2016, S&P Global Ratings lowered its long-term issuer credit and senior unsecured debt ratings on the Province of Alberta to 'AA' from 'AA+'. At the same time, S&P Global Ratings affirmed
