The 'AA+' rating on Polk County, Iowa's series 2006C and 2006D GO bonds reflects the following credit factors: Participation in the strong and diverse Des Moines, Iowa MSA economy; Economic vitality and growth stemming from considerable public and private investment in substantial capital projects; A stable financial position with strong management; and Favorable debt ratios and limited future capital needs. Payment of debt service on the bonds is secured with the county's unlimited-tax GO pledge. The proceeds of the bonds will be used to construct a new jail, for improvements at the Iowa Events Center's Hy-Vee Hall, and for other capital projects.
