DALLAS (Standard&Poor's) Nov. 19, 2015--Standard&Poor's Ratings Services has reinstated its 'D' rating on the Industrial Development Authority of the City of Phoenix, Ariz.'s series 2013 solid waste disposal facilities revenue bonds. This action follows the lowering of the rating to 'D' from 'CCC' on Oct. 4, 2015, and subsequent withdrawal of the rating. We will continue to monitor the ongoing litigation and will update the rating as warranted.
