Standard&Poor's Ratings Services has assigned its 'AA' long-term rating to Pennsylvania Higher Education Assistance Agency's (PHEAA) capital acquisition refunding bonds series 2012. The outlook is stable. The rating reflects our view of the following strengths: The agency's strong adequacy ratios that are sufficient to cover the general obligation pledge on the capital acquisition refunding bonds at the current rating level; The authority's strong financial position with very strong liquidity and profitability; Dominant position in student lending; Status as one of only four companies with a servicer contract awarded by the U.S. Department of Education; and Large balance Federal Family Education Loan Program (FFELP) portfolio expected to generate low-risk cash flows for the next two decades.
