NEW YORK (Standard&Poor's) May 29, 2009--Standard&Poor's Ratings Services affirmed its 'A' rating and revised its outlook to negative from stable on the City of Atlanta, Ga.'s water and wastewater revenue debt. "The outlook revision reflects our assessment of the system's increased revenue and expenditure pressures associated with a weak economic environment and lower consumption," said Standard&Poor's credit analyst John Sugden. Furthermore, the system has reduced financial flexibility with rates that are already high and expected to continue to rise. The outlook revision also reflects increased risk associated with the system's debt profile. At the same time, Standard&Poor's assigned its 'A' rating, with negative outlook, to the Atlanta's water and wastewater revenue bonds,
