SAN FRANCISCO (Standard&Poor's) Nov. 14, 2008-- Standard&Poor's Ratings Services assigned its 'A+' rating to the City of Oceanside, Calif.'s sewer system refunding revenue certificates of participation (COPs). The outlook is stable. "The rating is supported by our assessment of what we consider to be a stable underlying economy and adequate financial performance with a history of making necessary rate increases," said Standard&Poor's credit analyst Lisa Schroeer. "In addition, we believe the city has a strong cash position." The certificates are refunding approximately $10 million in variable rate demand obligations that were issued on a subordinate lien.
