The outlook is stable. CHICAGO (S&P Global Ratings) May 22, 2025--S&P Global Ratings today took the rating actions listed above. Environmental, social, and governance (ESG) factors are neutral within the credit analysis. The city's cyber security and cyber incident response procedures align with those of its peers. The stable outlook reflects S&P Global Ratings' expectation that the city will likely maintain positive operations, supporting stable reserves during the two-year outlook, despite high carrying charges and ongoing capital needs.
