We also affirmed our '##+' long-term rating and underlying rating (SPUR) on the state's GO bonds outstanding. The outlook is stable. The 2023 series GM bonds and GO debt outstanding are secured by Hawaii's full faith and credit, which the state considers its highest payment priority, according to its constitution.
