DENVER (S&P Global Ratings) April 17, 2025--S&P Global Ratings assigned its 'AA-' rating to the City of Hartford, Conn.'s approximately $169.7 million special obligation refunding bonds (state contract assistance), series 2025, issued by the city pursuant to the terms of a contract for financial assistance with the State of Connecticut. The outlook is stable. "The rating on the bonds reflects our 'AA-' rating on Connecticut's general obligation (GO) debt outstanding, which is supported by strong economic metrics, including high per capita income and gross state product levels compared with the nation, and strong financial management and long-term financial forecasting that includes conservative revenue growth assumptions and identification of potential outyear budget gaps," said S&P Global Ratings credit analyst Rob Marker.
