SAN FRANCISCO (Standard&Poor's) Jan. 9, 2015--Standard&Poor's Ratings Services revised its outlook to stable from negative and affirmed its 'BBB+' long-term rating and underlying rating (SPUR) on Glendale, Ariz.'s existing general obligation (GO) bonds. At the same time, Standard&Poor's assigned its 'BBB+' long-term rating to the city's series 2015 GO refunding bonds. "The stable outlook reflects our view of the city posting an operational surplus for the second consecutive year after several years of operational imbalances," said Standard&Poor's credit analyst Kate Burroughs. The city's roughly 231,000 residents benefit, in our view, from the area's participation in the broad and diverse Phoenix metropolitan area.
