Abstract:

We assess the likelihood of extraordinary government support to be almost certain due to the critical policy role the bank plays and its integral link with the government. Dependent on wholesale funding. Weak profitability and capitalization. Standard&Poor's equalizes the issuer credit ratings on Export-Import Bank of China (China EXIM) with the sovereign credit ratings on the People's Republic of China (A+/Stable/A-1+). We expect the Chinese government to almost certainly provide extraordinary support to the bank when required. This is based on our assessments of the critical importance of China EXIM's policy role and its integral link with the government.
