...DALLAS (S&P Global Ratings) May 15, 2017--S&P Global Ratings assigned its '##-' long-term rating to Ector County, Texas' series 2017 certificates of obligation. The outlook is stable. "The rating reflects our opinion of the county's very strong liquidity and budgetary flexibility," said S&P Global Ratings credit analyst Sarah Smaardyk. "The rating further reflects our view of the county's only adequate budgetary performance and weak economy," Ms. Smaardyk added. Officials will use certificate proceeds to expand the county jail and law enforcement facility. Ector County is located in the Permian Basin of West Texas and has an area of approximately 906 square miles. The city of Odessa serves as the county seat. The local economy continues to benefit from the stabilizing presence of the oil and gas industry.
