NEW YORK (Standard&Poor's) Dec. 14, 2010--Standard&Poor's Ratings Services assigned its 'A+' rating and stable outlook to the District of Columbia's general obligation (GO) series 2010A Build America Bonds (BABs) and series 2010B bonds. At the same time, Standard&Poor's affirmed its 'A+' rating and underlying rating (SPUR) on the district's existing GO debt and its 'A' rating and SPUR on the district's existing certificates of participation (COPs).
