NEW YORK (Standard&Poor's) Oct. 31, 2003--Standard&Poor's Ratings Services raised its rating on Connecticut Health and Education Facility Authority's (Forman School) $4 million variable-rate demand bonds to 'AA-/A-1+' from 'A+/A-1' following the substitution of the letter of credit provided by Fleet Bank N.A. with a letter of credit provided by Citizens Bank of Rhode Island on Oct. 31, 2003. The anticipated expiration date for the new letter of credit is Oct. 31, 2008, and its terms and conditions are substantially similar to those of the substituted letter of credit.
