S&P Global Ratings assigned its 'AA+' long-term rating to the City and County of Honolulu , Hawaii's series 2025 general obligation (GO) bonds, with preliminary par amounts of $75.4 million (series A), $18.4 million (series B), $9.4 million (series C), $269.3 million (series D), $118.5 million (series E), $159.9 million (Series F), and $37.9 million (series G). At the same time, we affirmed our 'AA+' long-term rating on Honolulu's previously issued GO debt. The outlook is stable. Oahu is exposed to acute and chronic physical climate risks, including from sea level rise, wildfires, tropical cyclones, extreme rainfall events, and mudslides, that could lead to economic and budgetary stress. Financial management practices--including functions of the city's Office of Climate Change, Sustainability, and Resiliency, established in 2016--help alleviate visible and material risks in this area. The resiliency office, in coordination with the mayor's office and city departments, has established a resiliency plan that is regularly updated, a climate action plan, and long-term disaster and hazard mitigation plans. In 2018, the city adopted a directive that requires all departments to take action to minimize the effects of climate change and sea level rise.
