ENGLEWOOD (S&P Global Ratings) May 2, 2024--S&P Global Ratings assigned its 'AA' long-term rating to the city of Celina, Texas' $141 million series 2024 tax and waterworks&sewer system (limited pledge) revenue certificates of obligation (CO) bonds. At the same time, we affirmed our 'AA' rating on the city's existing COs and general obligation (GO) debt. The outlook is stable. "Our rating on Celina incorporates our view of its growing tax base, very strong finances, good management, and very weak debt profile," said S&P Global Ratings credit analyst Alex Swanson. A limited ad valorem tax, levied on all taxable property within the city, secures Celina's GO bonds and certificates.
