S&P Global Ratings assigned its 'AAA' long-term rating to Blaine , Minn.'s anticipated $9.4 million series 2025A general obligation (GO) improvement and utility bonds. At the same time, we affirmed our 'AAA' long-term rating on the city's GO debt outstanding. The outlook is stable. ENGLEWOOD (S&P Global Ratings) Nov. 20, 2025--S&P Global Ratings today took the rating actions listed above. We assessed environmental, social, and governance (factors relative to the city's economy, management, financial measures, and debt and liability profile), and consider them neutral in our credit analysis. The city experienced a ransomware attempt in March 2025, which led to the encryption of some files. City staff immediately contained and remediated the environment.
