Further, the district benefits from continued surplus operations that have bolstered fund balance to very strong levels based on a percentage of revenues, though reserves remain nominally small given the district's limited scope of operations. The credit profile is weakened by an elevated direct debt burden with plans for additional debt, high fixed costs and slow principal amortization.
