Brief Excerpt: | ...Bail-in Details Forthcoming: The Department of Finance and the Office of the Superintendent of Financial Institutions (OSFI) are expected to lay out a phase-in period for bail-in debt issuance, bail-in conversion ratios in the event of a failure, and banks' required capital cushion. The types of shares and liabilities subject to bail-in conversion will be set out in amendments to the Canada Deposit Insurance (CDIC) Act, providing clarity as to the distribution of losses. It also reduces the likelihood of taxpayer funding in the unlikely event that a domestic systemically important banks (D-SIB) requires recapitalization. Exclusions Expected: Based on the Canadian government's 2013 consultation paper, existing senior debt, secured creditors, deposits, short-term securities and bank counterparties would be excluded from bail-in.
