Standard&Poor's Ratings Services affirmed its 'A+' long-term rating on Goshen, Ind.'s sewer revenue bonds. The outlook is stable. The rating reflects our view of the following credit strengths: Stable and diverse customer base; Maintenance of debt service coverage (DSC) and liquidity ratios we consider at least good; and Manageable capital plan that excludes additional debt issuance. The above credit strengths are partially offset by the Goshen's high sewer rates relative to incomes, as well as a moderately high leverage position. Net revenues of the sewer utility fund secure debt service. Goshen is in Elkhart County, about 25 miles southeast of South Bend. The city is the smaller of the two principal cities of the Elkhart-Goshen Metropolitan Statistical Area,
