S&P Global Ratings assigned its 'AA+' rating to New York State's general obligation (GO) series 2019B taxable refunding bonds (approximately $915.8 million). At the same time, S&P Global Ratings affirmed its 'AA+' rating on the state's GO debt outstanding and its 'AA' rating on the state's appropriation-backed debt. The outlook is stable.
