| Abstract: | Standard&Poor's Ratings Services raised its underlying rating (SPUR) on Calistoga Joint Unified School District, Calif.'s series 2003 certificates of participation (COPs) to 'AA-' from 'A' based on the district's consistently strong financial performance, supported by good financial management practices; and its continued tax base growth, which firmly entrenches its status as a basic aid district. The outlook is stable. The rating also reflects: The general creditworthiness of the district, and A legal structure that includes the district's covenant to budget and appropriate lease payments.
