Abstract:NEW YORK (Standard&Poor's) May 6, 2008--Standard&Poor's Ratings Services raised its underlying rating (SPUR) on Calistoga Joint Unified School District, Calif.'s series 2003 certificates of participation (COPs) to 'AA-' from 'A' based on the district's consistently strong financial performance, supported by good financial management practices; and its continued tax base growth, which firmly entrenches its status as a basic aid district. The outlook is stable. The rating also reflects the general creditworthiness of the district and a legal structure that includes the district's covenant to budget and appropriate lease payments. Securing the COPs are lease rental payments made by the district, as well as the district's existing junior/senior high school site (constructed in 1921 and recently renovated)
