| Abstract: | Standard&Poor's Ratings Services raised its issuer credit rating (ICR) on Western Placer Unified School District, Calif. to 'A' from 'A-', and its underlying rating (SPUR) on the district's certificates of participation (COPs) to 'A-' from 'BBB+'. The upgrades are based on the district's strong and sustained economic growth in addition to management's ability to maintain adequate financial results despite growth and operational pressures. Standard&Poor's also assigned its 'A-' standard long-term rating to the district's certificates of participation, 2008 refinancing project bonds. The ratings reflect the district's: General creditworthiness; and Covenant to budget and appropriate lease payments. The bonds are secured by district lease payments.
