Abstract:Standard&Poor's Ratings Services affirmed its 'AA-' standard long-term rating and its underlying rating (SPUR), on Tulsa Parking Authority, Okla.'s series 1993, 2002, 2003, and 2004 parking revenue bonds that are secured by Tulsa, Okla.'s unconditional annual appropriation pledge, which is rated 'AA-' one notch below Tulsa's 'AA' general obligation (GO) rating. The city's 'AA' GO debt rating reflects the city's: Deep and diverse regional economy, which has recovered from the effects of the most recent economic recession; Very strong financial reserves despite recent general fund balance drawdowns; and Low debt levels, coupled with significant pay-as-you-go capital spending. Mitigating rating factors include the city's: Reliance on sales taxes for the majority of operating revenues, subject to economic cyclicality; and
