The rating reflects: A strong market position due to rights to inexpensive water from local and imported water sources; A diverse mix of operating revenues supported by strong local demand for district water; Good finances consisting of high cash reserve levels and debt service coverage; and A service area economic base that is concentrated in the agricultural industry. The certificates are secured by the district's net revenue pledge. Legal provisions include a standard debt service reserve fund, as well as a 110% rate covenant and additional bonds test.
