| Abstract: | NEW YORK (Standard&Poor's) May 2, 2008--Standard&Poor's Ratings Services said that it assigned its 'AAA' rating, and stable outlook, to New York State Environmental Facilities Corp.'s (EFC) series 2008A state clean water and drinking water revolving fund revenue bonds (second-resolution bonds), issued for New York City Municipal Water Finance Authority (NYCMWFA). "The rating is based on EFC's ability--as demonstrated through cash flows that include senior debt issued on behalf of the authority--to well exceed Standard&Poor's default tolerance criteria for its state revolving fund program at the 'AAA' level," said Standard&Poor's credit analyst John Sugden-Castillo.
