| Abstract: | Standard&Poor's Ratings Services raised its underlying rating to 'A' from 'BBB+' on Roseland School District, Calif.'s existing certificates of participation (COPs). The raised rating is based on solid finances and growing average daily attendance combined with good and conservative management practices, which have supported the district's continued financial strength. In addition, Standard&Poor's assigned its A' rating to the district's $2.25 million series 2008 certificates of participation. The rating reflects the district's covenants to budget and appropriate, as well as its the underlying credit quality. The district's underlying credit characteristics includes: Moderate-sized property tax base with assessed value (AV) of $793 million for fiscal 2008; Income levels that are below national levels on a per capita basis |
