Abstract:SAN FRANCISCO (Standard&Poor's) May 2, 2008--Standard&Poor's Ratings Services raised its underlying rating (SPUR) to 'A' from 'A-' on Franklin County Public Utility District (PUD) No. 1, Wash.'s outstanding electric revenue and refunding bonds. The raised rating reflects the district's continued strong and improving financial performance over the past several years, including a strengthened reserve position and healthy fixed-charge coverage, with a recent track record of exceeding forecasts. The outlook is stable. "The raised rating is based on the utility's consistent ability to meet or exceed forecasts and withstand recently escalated debt service requirements, along with prudent forecasting assumptions, risk management, and hedging techniques that significantly reduce net revenue volatility and variance from forecasted levels," said Standard
