Abstract:SAN FRANCISCO (Standard&Poor's) May 2, 2008--Standard&Poor's Ratings Services today assigned its 'BBB-' rating and stable outlook to Pinal County Electrical District No. 4, Ariz.'s (ED4) $17.375 million series 2008 electric system revenue bonds. The bonds are being issued to finance various transmission and distribution projects, repay the district's outstanding line of credit of $6.5 million, and fund substation expansions. The bonds are secured by net revenues of the electric system. "The rating reflects a weak projected debt service coverage of no more than 1.25x through 2012, and the absence of an automatic power cost adjustment mechanism, although one is being developed and could be in place by year-end," said Standard&Poor's credit analyst Paul Dyson.
