Eritrea has since the end of its 1998-2000 war with Ethiopia been cast by its neighbours and the international community as a 'regional spoiler'. However, Asmara's regional policy is better understood as defending its national interests (as defined by the regime) in a region of 'spoilers' -- a dynamic which has wider implications for international engagement.
