Abstract: The government of Prime Minister Yulia Tymoshenko has resolutely opposed the proposed law, asserting that there are no funds available to implement it. Should the law come into force, it would exacerbate already enormous budgetary pressures. Moreover, the envisaged spending increase runs counter to IMF conditionalities, raising questions about whether the Fund's bailout -- which has kept the state's balance of payments afloat -- could be delayed or even cancelled.
