Despite the increasing powers of the European Parliament, a majority of voters are expected to stay at home during next month's elections. However, since the vote is the first chance most Europeans have to pass a verdict on their governments since the start of the global recession, the minority that does turn out may use the occasion to punish parties in national government for their handling of the crisis.
