Abstract:Following the 1999 Kosovo crisis, the EU set up the Stabilisation and Association Process, in order to encourage regional security, transition to market economies and cooperation. A country that has an SAA is a step nearer EU membership, although to become a candidate it must first demonstrate progress on fulfilling the commitments enshrined in the agreement, which focus heavily on trade.
