Abstract:They are apparently being held at a military base in Tehran, probably by the Islamic Revolutionary Guard Corps (IRGC), whose forces seized them near the mouth of the Shatt al-Arab last week. Unless they stumbled across illicit IRGC activities, the most likely explanation for their capture was a decision by the IRGC to seek to use them to secure the release of five IRGC officials captured in Iraq or to further other IRGC political objectives.
