...US political institutions are well established, stable and generally respected by the majority of the population. Each of the branches of government periodically comes into disrepute. During the 1980s and 1990s Congress (the national legislature) was host to a spate of ethics and corruption scandals involving both parties. These led to the eventual resignation of two speakers of the House of Representatives (one of the two houses of Congress, the other being the Senate)--a Democrat, Jim Wright, in 1989, and a Republican, Newt Gingrich, ten years later. A scandal in 1991-92, where some representatives were found to have written bad cheques totalling hundreds of thousands of US dollars on their accounts with the House bank, resulted in the defeat or retirement of more than 50 congressmen.
