...The president, Viktor Yushchenko, was elected in December 2004 and was inaugurated in January 2005. He succeeded Leonid Kuchma, whose ten-year tenure was marred by corruption and an increasing drift away from democratic practices. The transfer of sizeable powers from the presidency to parliament as of January 1st 2006 led to a destabilising power struggle between Mr Yushchenko and the government that came to office in August 2007, headed by Viktor Yanukovych of the Party of Regions (PoR). At issue was not just the interpretation or desirability of the constitutional changes, but also the practical implications of some of their provisions, including the president's right to disband parliament in the absence of a stable parliamentary majority, and the president's constitutional right to shape Ukraine's foreign and security policies.
