...The African National Congress (ANC) has dominated South Africa's government since independence brought an end to white rule in 1994. South Africa has a parliamentary democracy led by an indirectly elected president-- Nelson Mandela in 1994-99 and subsequently by Thabo Mbeki. The ANC has no serious political rivals, although its alliance partners, the Congress of South African Trade Unions (COSATU) and the South African Communist Party (SACP), have begun to play a more powerful role. The election of Jacob Zuma to party president in December 2007 (with Mr Mbeki remaining state president) created twin centres of power that divided loyalties in both political and state institutions. The ANC dominates government. The ANC convincingly won the 1999 and 2004 (with a two- thirds majority) elections, with Mr Mbeki becoming president in 1999.
