...Norway is a constitutional monarchy. Executive power rests with the Council of State, led by the prime minister. The 169 members of parliament (MPs) are elected for a four-year term. There is no right of dissolution between elections. Seats are allocated under a system of proportional representation, with all parties receiving 4% of the vote guaranteed a parliamentary presence. This supports a multi-party system and often produces coalition governments and/or minority government. A government needs the support of the parliament to remain office, which means that the government's political composition can change between elections. Following the general election in September 2005, a majority coalition consisting of the Labour Party (Det norske Arbeiderparti), the Socialist Left Party (Sosialistisk Venstreparti, SV) and the Centre Party (Senterpartiet, Sp) took office.
