Abstract:

BMI View: The Ukrainian water sector is in dire straits. The continued domestic conflict in the east, in conjunction with the annexation of Crimea by Russia, the consequent shutting off of supplies and destruction of water infrastructure in much of these regions, has resulted in severe water shortages. ...It remains to be seen if the Minsk II ceasefire agreement from early ---- will gain any sort of significant traction - at present reports suggest the ceasefire is being violated on a daily basis. Although we anticipate a number of longer-term opportunities in the sector, particularly in the east of the country where the domestic conflict has caused widespread damage to existing water infrastructure, at present the severe shortages and arid water reservoirs highlight the difficulties suffered by the regional water utilities. On the one hand, should Russia s demand for federalisation be met, each autonomous region would require its own regulatory authority, water management authority, and regional and municipal services. ...The ongoing destruction and the concomitant water shortages and inability to collect and distribute wastewater have been factored into our short-term forecast for ---- and our estimate for ----. However, although we anticipate a gradual improvement in the country s water sector - either as the political situation improves or as Russia follows through with its offer to provide water to the eastern regions and Crimea and repair damaged infrastructure - should the domestic conflict and bilateral political tensions worsen, this will pose a downside risk to our medium-term outlook.
