Abstract:

The road to reconciliation and lasting peace remains complex and long, for Russia and Ukraine, and while the continued negotiations and extension of the Minsk II agreements into ---- did bring some hope for a definitive cessation of hostilities, the situation in Ukraine s easternmost provinces remains highly unstable, with little prospect for peace in the near future. Growing tensions with Russia over annexed Crimea is contributing further to the instability. ...This is facilitated, first and foremost, by the proximity of the country to the Eastern tourist markets, which are linked by good road and rail links. Kiev s airport also offers connections to a number of European destinations, although these remain limited, with few flights arriving and leaving the airport relative to other capitals in the region.

...Over the longer term, Ukraine s tourism industry does present potential for growth. The country is home to numerous attractions, including the picturesque city break destinations of Lviv, Kiev, Poltava and Odessa and the Carpathian Mountains. ...We expect that as the situation in the country stabilises slowly (especially in the Western parts as well as in and around Kiev), new opportunities for the hotel sector, and indeed the wider tourism industry, will emerge. The government has been meaning to put Ukraine s central geographical position between Europe, the Middle East and Asia forward to promote the country as an ideal venue for MICE (meetings, incentives, conventions and events), therefore opening up room for mid-to-high-end hotels. In the longer term as the government follows through with its desire to promote rural tourism, there will also be room for the development of a lower-to- mid-budget market in those areas. Other opportunities around dental and medical tourism are also expected to grow in the coming years. These developments are heavily reliant upon a more secure operating environment in Ukraine, as well as an improvement in the economy, including a recovery in the value of the domestic currency and provision of international development financing.

...Ukraine s tourism market has been suffering significantly from the ongoing conflict with Russia that broke out in April ----. Mostly confined to the eastern region of the country still claimed by pro-Russian separatists, the conflict has created a sense of insecurity and instability throughout the country, affecting the number of tourist arrivals. ...
