We anticipated the refinery to come online by ---- - adding in a two-year delay to the government s initial target of ---- - owing to the Ugandan government s difficulty in raising finance for its -- stake. ...Despite the delay, investment in oil infrastructure will remain a major driver of growth. Foreign direct investment will flow to bring Uganda s untapped oil reserves online and facilitate the build of the nascent oil industry, while oil exports will provide the government with additional revenue to funnel into its ambitious infrastructure programme.
