These include the ongoing need to create high- value jobs (especially in light of Tunisia s considerable youth population), the threat of radical militant groups, restoring security, and making policy choices that will attract foreign direct investment (FDI). ...Should the country s youth be dissatisfied with the rate of job creation, there would be heightened risks of public unrest. Islamist Militancy: While Ben Ali s zero-tolerance policy towards Islamist militant activity had largely stamped out radi- cal groups such as al-Qaeda in the Islamic Maghreb (AQIM), the security vacuum in the country along with recent violence in neighbouring Libya has given militant groups the ability to infiltrate the country. While Tunisian security forces have worked to round up al-Qaeda suspects and gain intelligence on the whereabouts of other militants and arms stockpiles, attacks have continued. In March ----, a terrorist attack on Tunis Bardo Museum left -- tourists and a Tunisian national dead, under- scoring the country s acute vulnerability to regional extremism. Although the Tunisian public and political groups appear to be united in their condemnation of radical Islamist groups, risks of high profile attacks will remain significant over the coming years.

Militant Islamist groups have gained strength in Tunisia since the overthrow of long-time strongman Ben Ali in ----, drawing on porous borders and regional instability (in neighbouring Libya, but also across the poorly-governed Sahel region), as well as grassroots support from Salafist communities in the country s poorer interior areas. Tunisia has become the largest source of foreign fighters for Islamic State, with up to -,--- of its nationals estimated to be fighting in Syria and Iraq. ...Previous militant attacks have targeted security forces � of which more than -- have died since ---- � and politicians, but have largely occurred along the Libyan border to the east and the mountainous south.

...Unstable, Decentralised Democracy: The toppling of the former regime has highlighted the issue that there are, in fact, a number of significant divisions within society, which cut across rural-urban, geographic, tribal and class lines, among others. We see the possibility of political disagreements leading to a decentralisation of power, giving the various provinces more au- tonomy but at the same time weakening national defence and the government s ability to undertake capital spending. ...
